Given the age of housing and the number of properties with HMO history, we often recommend a RICS Level 3 Survey — particularly for the taller Iffley Road houses, built to different specifications than the more modest St Clement’s Street terraces. A RICS Level 2 Survey can suit simpler, well-maintained terraces without a complex alteration history.

St Clement’s runs from The Plain roundabout, bounded by the River Cherwell to the north and Cowley Road to the south. Together with Iffley Road, it forms one conservation area — but the two streets were built for different markets, which matters when we’re deciding what to check.
St Clement’s Street developed as a working-class suburb, with buildings from soon after the 17th-century Civil War through to 18th-century almshouses. Iffley Road was built later for a wealthier market, with tall houses designed to take advantage of views over Christ Church Meadow — its eastern side wasn’t fully built up until the late 1980s.
The area today has a mixed population — owner-occupiers, student housing, HMOs, and social housing side by side. Some properties connect to the Charity of Thomas Dawson, a trust founded in 1521 for the benefit of local residents.
We check which street, and sometimes which end of a street, a property sits on before deciding how to approach the survey — a modest St Clement’s Street terrace has little in common structurally with a tall Iffley Road villa built decades later.
We’re used to assessing properties with HMO or multi-occupancy history here, since it’s common in this part of Oxford and comes with its own set of things worth checking.
